QExA: How it Works

Senior man with nurse QExA was created by the Department of Human Services. It is a Medicaid managed care program. This means Medicaid healthcare services will be provided to clients through their health plan, not Medicaid fee-for-service.

QExA clients choose their QExA health plan. They will no longer use Medicaid fee-for-service for their covered services. Clients use the doctors, hospitals, care facilities and pharmacies that are in the health plan they choose.

QExA health plans cover all regular Medicaid services.

Plus clients have some additional services, including:

  • A doctor called a PCP (primary care provider) who is responsible for their care
  • Long-Term Care (LTC) Services
  • Regular check-ups to stay healthy
  • A way to get healthcare 24 hours a day, 7 days a week through their health plan
  • A Service Coordinator to work with them to make sure their health needs are met

It’s easy to learn about QExA and your health plan choices. To find out more you can:

Step 2: Choose your health plan

In QExA you get all your healthcare services through your health plan. This means you use the doctors, hospitals, pharmacies and care facilities that work with your health plan.

You also have a doctor called a PCP (primary care provider) in your health plan who takes care of your healthcare needs. If you don’t have a doctor, your health plan will help you find one.

Some questions to ask before you choose a health plan.
  • Do you have doctors you want to continue to see?
  • Do you have a hospital, care facility or pharmacy you want to use?

Look at your health plan choices and find the one that:

  • Lets you stay with the doctors you use now.
  • Provides the services you need.

There are two QExA health plans: United Healthcare Community and ‘Ohana Health Plan. The health plan you can choose depends on where you live – see the chart below:

Step 3: Sign up with your health plan choice

QExA clients cannot choose their health plan through the Internet. There are 2 ways clients can sign up with the health plan they choose.

CALL the Helpline Toll-Free at 1-866-928-1959 and talk with an Enrollment Counselor. We are ready for your call and want to help you choose your health plan. TTY users call toll-free 1-866-928-1958.
